Independent Contractors can be some of the best monitors and offer flexibility and scalability that employees just can't match. They also tend to be more experienced and may even be considered experts in their field. But you do tend to get what you pay for: if you offer a low rate that is not competitive, your only applicants may be either inexperienced, only hanging around until they get a better offer, or both.

As anyone who has staffed contractors can tell you, it can be a double-edged sword: for every great one we know probably a couple or more that either won't be in the industry long term or certainly won't be a contractor by this time next year. As the barriers to entry have been eased and the demand for contract monitoring has gone up, just about anyone can hang out a shingle and call themselves an independent contractor. Permanent Placement

If you have enough work to keep them busy and optimize your economies of scale, permanent staff are the way to go. But if you outsource to many vendors simultaneously, you'll get buried under resumes and many will be duplicates - then it'll be your job to go through them all - shouldn't that be what you pay a staffing company for?
